Army warrant officer, two others accused of defrauding factoring companies

The US Attorney’s Maryland office announced the indictment of an Army warrant officer and two alleged civilian co-conspirators for a scheme to defraud two factoring (accounts receivable financing) firms.

The men allegedly falsely represented to the companies that business associated with one conspirator had obtained government contracts for telecommunications, IT, and other services. On the basis of these purported contracts, the factoring companies made partial payments under the belief that they had been assigned an interest in the contract proceeds. The other men held themselves out as Army contracting and financing officers to convince the companies of the businesses’ legitimacy.

The case was investigated by the FBI, IRS-CID, DCIS, and the DOT-OIG. AUSA David Salem is prosecuting.
